Phase I |
Portlanders reviewed the issues facing our community by reviewing background reports on numerous topics, responding to surveys and attending workshops. Based on this public input, staff developed a set of goals for nine action areas. |

Phase II |
Portlanders reviewed and commented on draft goals for the nine action areas online, at workshops and in surveys. Results showed that our top priorities are living wage jobs, raising the bar for quality education and providing a healthy environment. |

|
Phase III |
At fairs and community meetings, Portlanders shared their big ideas for building integrated strategies. With this input and from Phase II, staff developed an equity framework along with draft strategies around jobs, education and a healthy connected city. |

|
Phase IV |
During public hearings and work sessions, the Planning and Sustainability Commission reviewed the Proposed Draft, responded to public comment and directed staff to make revisions. The PSC presented a new draft; unanimously adopted by City Council. |

|
Implementation |
The City and partners will implement the Portland Plan in many different ways, including intergovernmental agreements, legislative advocacy, revised budget instructions and city practices, and the Comprehensive Plan Update. |
