How does the cost of Portland's water service compare with other communities in the nation? - Printable Version - February 10, 2007 - 5 Comments

The City of Austin, Texas -- the Austin Water Utility -- just completed a report in January, 2007 called "Bill Comparisons for Selected U.S. Cities." The utility compared the cost of Austin's average residential monthly water usage (8,500 gallons) to the costs for water in cities whose population or geographical service area resemble Austin's.

Portland's average residential water use is closer to 5,236 gallons per residential service per month. Austin is hotter and dryer than Portland.

The Austin Water Utility developed these numbers for comparative purposes based on Austin's residential monthly average usage. Portland's true average monthly residential bill is less due to lower average usage in Portland.

City Monthly cost for water service of 8,500 gallons
 Memphis, Tennessee  $14.16
 Phoenix, Arizona  $16.27
 Charlotte, North Carolina  $17.52
 Dallas, Texas  $20.04
 Austin, Texas  $23.15
 Portland, Oregon  $23.44
 Louisville, Kentucky  $23.47
 Houston, Texas  $26.49
 Milwaukee, Wisconsin  $27.86
East Bay MUD, Oakland, California  $31.13
 Atlanta, Georgia  $33.60
 San Diego, California  $37.52
 Seattle, Washington  $39.75

Utilities mentioned in the report provided these numbers to the City of Austin. Many other Texas cities were included in the report, but not listed here.

Interesting figures... the one that stands out to me is the fact that Portland's water is about 35% higher in cost than Phoenix... and we're here in the rainy northwest, while Phoenix is in the desert...

These figures feel misleading to me.  Portland's sewer and storm water runoff charges that effectively double the water delivery rate that is declared in the figures.

The real question is whether the other cities in the survey include or exclude their sewer and storm water charges in the figure.

My perception is that these other cities may well be including the sewer and storm wate runoff in their rates.

I have friends who live in surrounding communities in Clackamas and Washington county - their water bills are half mine.

Portland water has made repeated administrative management and infrastructure mistakes which in my view are responsible.

Matt: According to Austin's report, these figures are for drinking water service only. Stormwater management and sewerage services were not part of this price comparison. Austin assembled it for the purpose of comparing the rates for drinking water services.

you think you pay alot i live in speedwell tn. and my bill for 6500 gallons is over $50 without sewer or anything. and it keeps going up every year. last year i had a water line break and used a little over 18000 gallons and my bill was almost $200. i would cry but i cant afford to get dehydrated.

Water utilities costs for lower Utah County, Utah including sewer: $53.00 per month. That's without the additional garbage disposal fee.
