  PORTLAND STREETCAR SYSTEM PLAN

 

The Streetcar System Plan (SSP) is a 20 to 50 year long range planning study that will identify transit corridors in the City of Portland with the highest potential for more detailed analysis in the future.

 

PDOT, the Bureau of Planning and other Bureaus, coordinating with Metro and TriMet, will use this study to look at how transit infrastructure investments can work with pedestrian-oriented, mixed-use development projects to create more walkable and sustainable neighborhoods.

 

The goal of the SSP is to identify an interconnected citywide system of streetcar corridors integrated with the City's transportation and land use network. The Portland Streetcar System Plan can play a key role in shaping the City by:

  • reinforcing walkable and economically diverse neighborhoods and vibrant main streets
  • encouraging sustainable and equitable development and infrastructure
  • supporting reduction of vehicle trips
  • supporting greater accessibility, housing options, employment, and economic development

 

It may take a few years before any potential streetcar corridors identified in the final Streetcar System Plan will advance to the level of more detailed analysis and study.

 

In the near term, the current streetcar projects in the engineering and planning stages are the proposed Eastside Loop and the Portland to Lake Oswego corridor. Both of these projects are examples of the kind of detailed analysis required for a concept corridor identified in the Streetcar System Plan to move forward. These projects illustrate the level of detailed planning/analysis and design/engineering required before construction can begin.

  • Potential Streetcar Corridors (Updated 7/08)

Citywide Map of Potential Streetcar Corridors (Phase 2A Corridor Evaluation Map) 

Potential streetcar corridors still under consideration for the Streetcar System Plan are shown in the Phase 2A Corridor Evaluation Map. The SSP is midway through a three-phase Corridor Evaluation process.  The current phase of the screening process is based around measures relating to:

 

1. Ridership potential
2. (Re)development potential

3. Community support (see District Working Groups for NW, NE, SE, North and East Portland)

  • What about potential streetcar expansion on the west side?

Northwest Portland: 

A District Working Group was formed in NW Portland to study the small geographic area between West Burnside and Montgomery Park. This group conducted a survey from June-July 2008 and received over 500 responses. (See summary of Northwest DWG Survey Outreach)

Southwest Portland:

The SSP is not evaluating any potential streetcar routes in SW Portland at this time. This area of the city is currently well suited for bus transit service. Lower density land use patterns, topography, and narrow and/or curvilinear streets have been identified as challenges for streetcar expansion. It should be noted that Barbur Boulevard will be studied through Metro’s High Capacity Transit (HCT) study, which is currently underway. Central City area:

The Central Portland plan, a 2-year planning study now underway, will have the greatest influence on identifying potential streetcar corridors in the Central City area.  The Central Portland Transportation Plan will support the land use and urban design elements of the Central Portland Plan by updating policies on transit, pedestrian, bicycling, freight, auto access and circulation, parking management, travel options, air quality and sustainability.
