Southwest & East Portland Sidewalk Infill Project

Overview

The Southwest and East Portland Sidewalk Infill Project will construct sidewalks in several segments along NE and SE 82nd Ave, NE Glisan east of 122nd Ave, SW Barbur Blvd and connecting routes. The project will construct concrete sidewalks, driveways and corner curb ramps compliant with the Americans with Disabilities Act, stormwater management facilities and small retaining walls where necessary. The project will not complete all sidewalk segments on these streets. However, it will address many gaps where there is existing curb, existing public right-of-way and it is feasible to include the segment in the project.

 

The project is comprised of three corridors:

 

The Southwest and East Portland Sidewalk Infill Project is largely funded by the American Recovery and Reinvestment Act of 2009 (ARRA).

 

Latest Update

Project is on Schedule:

  • In early December 2009, the City submitted 100% Final Plans for review and approval.
  • On December 29, 2009, the Federal Highways Administration (FHWA) authorized the construction phase of this ARRA project and ODOT gave Notice to Proceed with advertisement.
  • On January 11, 2010 the project was advertised for bid through the Portland Bureau of Internal Business Services, Procurement Services.

Project Need

In SW Portland 46% of arterial streets lack sidewalks, in outer SE Portland 20% lack sidewalk, and in outer NE Portland 8% lack sidewalks. Specifically, NE Glisan east of 122nd, 82nd Ave and SW Barbur Blvd lack continuous sidewalks and ADA curb ramps. All three are busy urban arterials with bus lines and key destinations within walking distance, including schools, apartments, senior housing and commercial nodes. All have high traffic volumes and higher speeds, making it unsafe to walk in the roadway. These conditions make an unsafe and inaccessible environment for pedestrians.

 

The Southwest and East Portland Sidewalk Infill Project will infill sidewalks on many, though not all, segments along these streets. All three streets are designated City Walkways and Transit Streets in the Portland Transportation System Plan (TSP) Transportation Element of the Comprehensive Plan. Sidewalk construction on all three is identified in the City's TSP Major Transportation Improvements List which was adopted by Portland City Council in October 2002. The list identifies capital improvements needs in Portland over the next 20 years and is a result of a citywide public outreach process and a detailed technical review. Constructing sidewalks on NE Glisan from 122nd Ave to City Limits is identified in TSP Project #50025. Constructing sidewalks on SW Barbur Blvd to City Limits is identified in TSP Project #90016 and #90017 and the Barbur Boulevard Streetscape Plan (1999). Improving sidewalks on 82nd Ave is identified in TSP Project #40013 and the 82nd Ave High Crash Corridor Study (2008).

 

Many infill segments abut existing development where redevelopment is less likely given the zoning, including single-family homes. There is less likelihood of sidewalk infill to occur in these segments, given that sidewalk are typically required at the time of development. All segments have existing curbs, therefore stormwater drainage systems currently exist. The project targets sidewalk infill in areas with great need and provides geographic equity.


Open Houses 

In October 2009, Bureau of Transportation staff held open houses in each of the three project areas so residents and business owners could review the plans and ask questions.  Project overview boards are available here and here.
