Due to funding constraints identified at the 60% design submittal in April 2008, the scope of the project has been reduced to meet the available funds of $17.8 million. This new overall budget reduces the TIF allocation by $5 million and the SDC funding by $1 million.

The project team developed the new plan for the East Burnside Couch Couplet using the criteria listed below:

·         Safety

·         Access

·         Meets FHWA/Metro funding requirements

·         Meets City Stormwater Manual requirements

·         Improvements can be phased

·         Maintains intent of adopted plan

·         Balances cost of Couch Transition with developable space

The project team has presented this revised scope to the project Design Advisory Committee, the Central Eastside Urban Renewal Advisory Committee and the Burnside Bridgehead Advisory Committee. They support the changes.
