Are you applying for, or planning to apply for, a building permit (or any other City approval) for development in the City of Portland?  If the answer is yes, the information about Transportation System Development Charges (TSDCs) and the City's development review process will be of interest to you.

 

The City of Portland first adopted a System Development Charge for Transportation by Ordinance 171301, effective July 18, 1997.   System Development Charges for transportation, sewers, or other infrastructure are authorized by ORS 223.297 - 223.314.

 

This website provides answers to frequently asked questions about TSDCs.  We tried to make it as reader-friendly as possible, but if we have inadvertently said anything that is not consistent with Portland's code and administrative rules, the code and rules will prevail.  If you find an inconsistency, please tell us so we can improve this website.
