Construction of the Old Town Chinatown 3rd & 4th Avenue Improvements Project is has been completed! Construction began in April 2005 and was completed in January, 2007. A grand opening festival, "Under the August Moon," was a tremendous success on September 29 and October 1, 2006, with more than 35,000 people visiting the project area.
Project Area The 3rd & 4th Avenue Streetscape Improvements project area lies between W Burnside to NW Glisan Street along 3rd and 4th Avenues. This area contains two National Historic Registry Districts: the New Chinatown/Japantown Historic District (designated in 1989) and a small portion of the Skidmore Old Town Historic District (designated in 1975).
Background The Old Town Chinatown 3rd & 4th Avenue Improvements Project implemented the Old Town Chinatown 3rd & 4th Avenue Streetscape Plan, adopted by the Portland City Council in November 2002. The plan was a collaborative effort between the 3rd & 4th Avenue Improvements Plan Steering Committee, the Old Town/Chinatown Visions Committee, neighborhood groups and business leaders, assisted by staff and consultants from the Portland Development Commission (PDC). Throughout the project, the Steering Committee, with many of its original members and a few new members, provided guidance to the project design team as the improvements plan was developed. Final engineering was completed in 2004 by the Portland Office of Transportation. The project was advertised for bid in July 2004 and then rebid in December 2004 after a value engineering process. Parsons, Inc., was the general contractor for the construction.
Construction of the project was funded by PDC with funds from the Downtown/Waterfront Urban Renewal Area.
