Below are several examples of bicycle racks for one reason or another are not adequate for parking.
With this rack, bicycles are intended to park front or back wheel in between the skinny bars.  This is a typical "wheel bender" type rack.   The result is no one parks "properly" and so very few bicycles can be accommodated.
Here bicyclist must fight for space in this storage area.  Again, this is another example of a "wheel bender" type rack. 
This short rack does not allow the cyclist to easily lock their bicycle to the rack.
This rack does not have adequate support for the bicycle frame nor does the rack have much space (note van parked close to the rack).
While this rack has good support for the bicycle frame, it does not provide enough space to park bicycles in each "space" and have room for the handlebars.  Again, the manufacturer can state that this rack can park many more bicycles than is actually feasible.
While difficult to see in this photograph, many cyclists have chosen to park on the nearby railing instead of the provided "wheel bender" rack. 
Here is a good example of squeezing in a good quality bike rack in a poor location.  This dark back corner of the basement practically invites thieves to try their hand at these well hidden bicycles.
