		<description><![CDATA[<p>On May 7, the Planning and Sustainability Commission (PSC) held a public hearing on the West Hayden Island (WHI) <a href="/bps/article/443208//ohttp://www.portlandoregon.gov/bps/article/443208//n">Amended Draft Plan</a>. More than 150 people attended, with over 70 people providing oral or written testimony, including sovereign nation tribal representatives and former members of the project advisory committee. The hearing lasted four hours; the Commission closed the public hearing at 9 p.m. once all testifiers had a chance to speak. Because all oral testimony was completed at the meeting, there will not be a PSC meeting or continued hearing on May 14.&nbsp;</p>
<p>Although the WHI oral hearing is closed, the Commission will keep the written record open until May 14 at 5 p.m. Written testimony must be received by 5 p.m. on May 14 to be considered for the record. You may submit testimony by emailing <a href="mailto:psc@portlandoregon.gov//omailto:psc@portlandoregon.gov">psc@portlandoregon.gov</a> or by mailing a hard copy of your comments to PSC, 1900 SW 4th Ave., Suite 7100, Portland, OR 97201.</p>
<p>Summary of key dates:</p>

		<description><![CDATA[<p>The Bureau of Planning and Sustainability (BPS) has updated drafts of the Hayden Island Natural Resources Inventory (NRI) and Economic, Social, Environmental and Energy (ESEE) Analysis. Both reports are part of the <a href="/bps/article/443208">Amended Proposed Draft</a> for West Hayden Island, which will be the subject of the May 7, 2013, Planning and Sustainability Commission (PSC) hearing. A PSC work session and possible vote on the proposal is scheduled for May 28.</p>
<p>The NRI includes information about the location, quantity and quality of natural resources on the island and a determination of significance for identified resources. The ESEE includes identification of conflicting uses, determination of the impact area, analysis of the ESEE consequences of allowing, limiting or prohibiting conflicting uses, and a recommendation for the circumstances under which development should be allowed or limited.</p>
<p>The NRI and ESEE are used to inform development of the West Hayden Island Plan District Zoning Code. The NRI, ESEE and environmental regulations are also components of the City&rsquo;s compliance with Metro&rsquo;s Title 13 - Nature in Neighborhoods.</p>

		<description><![CDATA[<p>On April 9th, the&nbsp;Bureau of Planning and Sustainability (BPS) released the<a href="/bps/article/443208"> Amended Proposed Draft&nbsp;&nbsp;</a>for West Hayden Island at a Planning and Sustainability Commission (PSC)&nbsp;briefing. The document represents the third draft of proposals for the planning and annexation of West Hayden Island, in response to the City Council's resolution <a href="/bps/article/311745">(No 36805)</a>.&nbsp; In August 2012, BPS released the first draft proposal for PSC consideration. In November, 2012 a second draft was released, which responded to further input from the project Advisory Committee. The PSC held two public hearings in November 2012 and&nbsp;discussed the draft proposal in a number of work sessions in early 2013.&nbsp;</p>

<p>This third draft responds to initial direction from the PSC and will be the subject of an additional hearing on<a href="/bps/article/442155"> May 7</a>, with a&nbsp;work session and possible vote to be considered on May 28. Upon receipt of a recommendation from the PSC, the City Council may consider this proposal.</p>

Materials in the packet include: 1) responses to PSC questions on the topics of economics, finance, and recreation, 2) technical reviewer comments and 3) supplemental letters and memos. 		<description><![CDATA[<p>The Planning and Sustainability Commission (PSC) has completed two work sessions on WHI, discussing environmental impacts, and community health and transportation concerns. The PSC has requested additional time to discuss a number of topics from these initial work sessions.&nbsp;This will occur on Feb. 26, 2013.&nbsp;The topics to be discussed include: the proposed truck cap; open space ownership; the timing of the proposed manufactured home park fund; the Port&rsquo;s proposed sustainability policy; and floodplain mitigation.&nbsp;</p>

<p>On March 26, the PSC will have the final work session to discuss economics and finance. Staff will release a new draft plan and IGA in early April, with hearings at the PSC moving to May.</p>
<p>The updates to the WHI schedule look like this:</p>
<ul>
<li>Feb. 26, 6 - 9 p.m.: Continued work session and recommendations for environmental, community health and transportation (topics noted above)</li>
<li>March 26, 6 - 9 p.m.: Final work session (economics and finances)</li>
<li>April 5: New draft plan released</li>

		<description><![CDATA[<p>The Planning and Sustainability Commission (PSC) held a worksession on Dec. 11 to discuss a workplan they had previously requested from the project team. The workplan lays out a schedule for the next few months and is intended to address the questions the PSC raised about the planning project and the <a href="/bps/article/422332">Mayor&rsquo;s proposed amendments</a>. The commission expressed their commitment to resolving the issues and making a recommendation within three to six months. Staff also proposed engaging a group of technical experts to help review staff-prepared responses to the questions, which are consolidated with the technical reviewer list into a summary of <a href="/bps/article/425987">PSC questions</a>.</p>

	<title>Planning and Sustainability Comission Hold Second Hearing on West Hayden Island Proposal</title>

		<description><![CDATA[<p>The Planning and Sustainability Commission (PSC) held a second hearing for the West Hayden Island Planning proposal on November 27 and continued to receive testimony from stakeholders. This was the continuation of the hearing that began on November 15. There was a good turnout for the second hearing and an additional 40 people signed up to testify who were not able to testify at the first hearing. The combined sessions had over 300 people in attendance and over 100 people who signed up to testify.</p>
<p>After two and half hours of additional testimony on November 27, the PSC Chair closed the hearing. The commissioners discussed next steps in the process and asked BPS staff to come back on <a href="http://www.portlandoregon.gov/bps/article/423116">Dec. 11, 2012</a>. The December 11 meeting will be a work session to discuss the commissioner&rsquo;s questions, and develop a schedule for their further consideration of this project over the next three months. The public is welcome to attend the work session but no public testimony will be taken.</p>]]></description>
