<p><strong>Substantive Changes</strong><br /> The code changes affecting parking regulations for multi-dwelling development were the result of community concerns about the impacts that these new developments may have on surrounding neighborhoods. Substantive changes to the Zoning Code include the establishment of parking minimums for larger scale residential development located in certain zones and in close proximity to transit.</p>
<p><strong>Amendments also include:</strong></p>
<ul>
<li>Clarification of building main entrance requirements on transit streets and within specific areas.</li>
<li>Incentives to reduce minimum parking subject to a maximum cap.</li>
<li>Refinement of loading space requirements.</li>
<li>Setting size requirements for long-term bicycle parking.</li>
<li>Options to allow joint use of residential parking.</li>
<li>Increasing allowed proximity to nonresidential off-site parking.</li>

<p><strong>Substantive Changes:</strong>&nbsp;</p>
<p>Amendments to the Zoning Code include the following:</p>
<ol>
<li>Allow market gardens in all zones with size limits in R zones, while ensuring that negative impacts of the gardening on neighbors are minimized.</li>
<li>Minimize the negative impacts of community gardens on surrounding neighbors.</li>
<li>Allow food membership distribution sites in all zones but regulate the impacts of the distribution activity in R zones, including frequency of deliveries and number of members.</li>
<li>Explicitly allow farmers markets as a temporary activity in all nonresidential zones and high-density residential zones.&nbsp;Regulations also address number of non-farm vendors and when markets may set up on parking lots.</li>
<li>Require notice to neighbors in certain situations.</li>

<p><strong>Substantive Changes:</strong></p>

<p>This project repeals the Smith/Bybee Natural Resource Management Plan (NRMP) in order to replace it with a Comprehensive Natural Resource Plan (CNRP), a new resource plan that is adopted through the quasi-judicial process. To ensure that the Smith and Bybee Lakes NRMP remains in place until a CNRP is approved for the area, the NRMP will not be repealed until the CNRP is approved. These amendments also make some changes to the approval criteria for CNRPs so that NRMPs being repealed do not have to be addressed.</p>

<p>When the Airport Futures Project was adopted, they omitted three maps; this project corrects that omission. The maps have no substantive effect; they are for information only.</p>

<p><strong>Substantive Changes:</strong></p>

<p>There are two components in this project. The first relates to <em>solar energy systems:</em> House Bill 3516 requires that solar panels be allowed without land use review on most structures, including non-landmarks in Conservation Districts and the Design Overlay Zone. These amendments to the Zoning Code will bring the code into conformance with the legislation.</p>

<p>The second extends an exemption from review for <em>rooftop mechanical equipment.</em> The Zoning Code currently exempts rooftop mechanical equipment in design overlay zones and conservation and historic districts from review if it is on a building at least 45 feet tall and if the equipment is set back from the roof perimeter. However, for buildings that are less than 45 feet tall, the installation of mechanical equipment still triggers a design/historic review. These amendments will allow the installation of rooftop mechanical equipment on buildings less than 45 feet tall if certain standards are met.</p>

<li>Make tree regulations in several plan districts and overlay zones more clear and consistent.</li>

</ul>
<p>2) Add a general development standard to the Environmental Overlay Zone requiring removal of invasive plants and replanting with native plants.&nbsp; This applies to new development only.&nbsp; This was adopted in February 2010 as part of the Invasive Plants project.</p>

<p><strong>Substantive Changes:</strong></p>
<p><span style="color: #000000;"><span style="color: #444444;">Airport Futures was a collaborative effort between the City of Portland, Port of Portland, and the Portland-Vancouver metropolitan community to create an integrated long-range development plan for Portland International Airport (PDX). The results include a new plan district and specific reviews for certain activities.</span></span></p>
