###ORIGINAL MESSAGE BELOW###

Today, February 16, 2012, the Portland Police Bureau Drugs and Vice Division, with assistance from the Tactical Operations Division, Clackamas County Special Investigations Unit, North Precinct Neighborhood Response Team, and the East Precinct Neighborhood Response Team served a series of five search warrants as part of an investigation into a Drug Trafficking Organization (DTO) operated by Chinese nationals.

The investigation revealed that marijuana was being cultivated in several grow houses in the Portland Metro area then being distributed throughout the region. This operation has no connection to medical marijuana and the DTO was strictly a "for profit" operation.

A total of over one thousand marijuana plants, one automobile, and approximately $6,500 in United States currency was seized during the search warrants.

The estimated street value of the seized marijuana exceeds $1,000,000.

Charges include Manufacturing Marijuana, Delivery of Marijuana, Possession of Marijuana, and Aggravated Theft of Services.

Those arrested include:

51-year-old Binglie Huang

25-year-old Xinhuo Huang

61-year-old Liu Huan Tan

36-year-old Weishe Tan

34-year-old Yue Long Zhen

This investigation started approximately 18 months ago after a tip from the community concerned about drug activity in their neighborhoods.

Several photos have been released and additional photos can be found at www.facebook.com/portlandpolice.

Each year the Portland Police Bureau receives numerous complaints about marijuana grow houses and associated odor, foot and vehicle traffic and violence. These things affect neighborhood livability and the Police Bureau is committed to addressing these concerns. The violence associated with grow houses is of particular concern as thieves are committing home-invasion robberies to steal marijuana and cash from growers.

Community members with concerns about drug houses in their neighborhoods are encouraged to call the Drugs and Vice Division at (503) 823-3784 or visit www.portlandpolice.com to file on online Drug and Vice complaint.

Today, Tuesday February 14, 2012, at 12:35 p.m., Portland Police officers from North Precinct responded to the New Seasons Market on North Interstate Avenue after the report of a vehicle seen leaving the parking lot with a naked female tied up in the back with duct tape over her mouth.

Officers flooded the area to look for the car, described as a blue Subaru Legacy. Washington law enforcement was also alerted to the vehicle description in case the car got onto I-5 North.

A witness told officers that the driver of the car was a white male in his 20s, with a goatee and sunglasses and that the female "seemed hazy." The witness told police that the male stated they "were just having some fun."

The witness provided the license plate to police and officers checked the registered owner's address, which is in the 4300 block of Northeast 11th Avenue. Not finding the vehicle there but learning that the registered owner does live there and does drive a blue Subaru Legacy, officers continued to check the area, concerned for the welfare of the bound and naked female.

At 12:56 p.m., the vehicle was spotted by an officer returning to the registered owner's address. An officer made contact with a male walking away from the car and noticed a bound and naked female in the back of the car.

The male, 31-year-old Nikolas Alexander Harbar, told officers that he and his girlfriend, 26-year-old Stephanie Morgan Pelzner, were doing some Valentine's Day role playing. Officers confirmed the information with Pelzner and that she was voluntarily bound and nude in the back of the Subaru.

At least nine Portland Police cars were tied up for approximately 20 minutes searching for the vehicle related to this call.

Both Harbar and Pelzner were arrested for Disorderly Conduct in the Second Degree and booked into the Multnomah County Jail.

On October 1, 2011, two suspects in a September gang shooting were arrested in Utah, with the assistance of Utah law enforcement officials.

20-year-old Drew Tama Morrison of Taylorsville, Utah, and 25-year-old Chester Pedro Archuletta of Boise Idaho, were arrested as a result of an investigation into the September 21, 2011 shooting at Northeast 107th Avenue and Oregon Street where a car and a residence were hit by gunfire after the suspects robbed two men for marijuana.

Portland Police Bureau Gang Enforcement Team Detectives obtained information that the suspects might be in Utah and on October 1, 2011, traveled to Salt Lake City where they worked with the Taylorsville Police Department, the Utah Highway Patrol and the U.S. Marshals Service to locate and arrest the two men.

Portland Police Bureau Assistant Chief of Investigations Eric Hendricks stated, "This investigation shows that gang members and gang crime knows no borders. These arrests would not have been possible without the tireless investigation by our detectives and the cooperation from Utah law enforcement officers."

Archuletta and Morrison were extradited from the Salt Lake County (UT) Jail yesterday and were arraigned this morning in Multnomah County.

Morrison and Archuletta have been charged with two counts of Robbery in the First Degree, two counts of Attempted Murder, and four counts of Attempted Aggravated Murder.
