Manual of Policy and Procedure
Thank you for your interest in Portland Police Bureau's policies and procedures. In the spirit of partnership, it is my goal to make the Bureau as accessible to the customers we serve as possible. I am proud of our policies and procedures, and it is my hope this accessibility may also benefit other criminal justice organizations. Policies and procedures, referred to as directives, contained in the manual are rules all Portland Police Bureau members follow in carrying out the mission of the department. The manual posted on this site, is the exact manual distributed to all members. Between manual publication dates, changes will be distributed to members by memorandum. These changes will be included on this site when they are issued. Additionally, our Mission, Vision, Values and Goals will always be included in the forward letter I write at the beginning of the manual. In police work, like many other professions, it is not possible to anticipate every situation that may arise or to prescribe a specific course of action in each scenario, therefore I expect all members to exercise common sense and good judgment. I encourage you to explore other sections of our web site. You will find a wealth of information, including up to date neighborhood crime statistics in our Crime Mapper section.
