River Plan / North Reach Proposed Plan Release
The River Team is pleased to announce the release of the River Plan / North Reach Proposed Plan, organized into four volumes (seven documents).  Click on the Volume title below to view or download a document.  Please note that many of the volumes contain pages formatted in two sizes, 8.5 x 11 and 11 x 17, but the documents will generally print out entirely on 8.5 x 11 sized paper.  Contact River Team staff at (503) 823-2281 if you need assistance.

 

Other ways to get a copy of the plan –

  • Pick up a CD with the entire Plan or a printed copy of Volume 1 at the Planning Bureau office or at open houses in November and December.  See the River Plan calendar for more information. 

  • Check out a copy of Volumes 1 and 3 from the Planning Bureau office for temporary use.

  • Contact the River Team at (503) 823-2281 to discuss other options.

This document describes the project background, policy context and recommendations to address Economic Prosperity, Watershed Health, Access, Riverfront Communities, and Working with our Partners.

Volume 1B:  Code Amendments and Zoning Maps

This volume contains amendments to the comprehensive plan, zoning code, and other City titles, and zoning maps.

 

VOLUME 2:  ECONOMIC PROSPERITY BACKGROUND INFORMATION

This volume includes background information for some of the economic prosperity recommendations.

VOLUME 3:  WATERSHED HEALTH BACKGROUND INFORMATION

Volume 3A:  Willamette River Natural Resources Inventory: Riparian Corridors and Wildlife Habitat

This volume contains natural resource information for 13 resource sites in the North Reach.

Volume 3B:  Willamette River Natural Resources Inventory: Riparian Corridors and Wildlife Habitat—Appendices

This volume contains five technical appendices to the Willamette River Natural Resource Inventory including a description of the methodology used to develop the inventory.

Volume 3C:  Economic, Social, Environmental and Energy Analysis and Recommendations for Riparian Corridors and Wildlife Habitat

This volume contains a State Land Use Planning Goal 5 required analysis of the tradeoffs associated with different levels of natural resource protection for the upland portions of the River Plan / North Reach planning area. 

 

VOLUME 4:  ACCESS BACKGROUND INFORMATION

This volume includes background information for the access related recommendations.

 

The River Plan is a comprehensive multi-objective plan for the land along the Willamette River. It is an update of the Willamette Greenway Plan, zoning code and design guidelines, which serve as Portland’s compliance with State Planning Goal 15 and were last updated in 1987. The width of the planning area varies from place to place but generally includes all land within approximately ¼ mile of the river (view map).

 

The River Plan will address a broad set of issues, including:

  • Harbor Industries—reinvestment in labor, land, and infrastructure; river-related/river-dependent definitions in the zoning code; creative site design; and residential and industrial conflicts.

  • Neighborhoods—North Beach, St. Johns, Pearl District, Downtown, Central Eastside, Southwest, Sellwood, others.

  • Recreation—trails, viewpoints, parks, boating.

  • Natural Resources—habitat conservation and restoration, bank treatment, landscaping and stormwater management.

  • Portland's Greenway Plan and Code—updates and refinements, permit streamlining.
