The Portland Housing Bureau (PHB) works on behalf of Portland's low-income households to broaden access to stable housing and economic advancement. It brings low-income people and community resources together by building partnerships, using analytic tools, and providing leadership. It ensures that local and federal funds are used effectively, efficiently, and in full compliance with rules, regulations, and guidelines of funders.

Focus Our primary focus is on low-income* households. Within this focus, we will target neighborhoods and populations that experience specific barriers to economic advancement and stable housing.

- Catalyst: Bring people and resource together by building partnerships, using analytic tools, and providing leadership.
- Stewart of Public Funds: Ensure that community development funds are used effectively and efficiently for their intended purposes by upholding clear expectations and standards for ourselves and others.
- Resource Developer: Develop and manage a broad spectrum of human and financial resources.
