Affordable Housing

Program Manager:   Stephen Fulton

Goal:   Increase housing options for low income people.

333 SW Oak

Vision

In five years, the City will address the largest gaps in the current affordable housing continuum. This will result in an increase in the stock of housing which is affordable to households in the 0-50% MFI income range, including increases in the number of larger family units and units affordable to households at or below 30% MFI. The City's portfolio of subsidized affordable rental housing will be financially stable. Access to all affordable housing units will be streamlined. The gap between the rate of minority homeownership and the average rate of homeownership for all races will be reduced.

Measures of Success

  • Number of new units available to residents at the 0-50% MFI income range.

  • Percentage of existing units stabilized.

  • Increased participation rate in homebuyer program by minority residents.

Major Partners

Commmunity Development Corporations, HAP, State OHCSD, Enterprise, NPF, PDC, Private Lenders.

Operation H.O.M.E. (Home Ownership & Minority Equity) is the city of Portland's effort to coordinate support for low income homeownership and especially endeavors to close the minority homeownership gap. In 2004, a report to the Portland City Council revealed that 59% of Non-Hispanic Whites in Portland were homeowners, and only an average of 34% of African Americans, Hispanics, and Native Americans owned their own home. The city subsequently adopted a goal of closing this gap by the year 2015. Click here to learn more about Operation H.O.M.E.

My First Home is a 64-page magazine full of helpful guidance and tips on how to become a homeowner, even if you have always thought it was impossible. The magazine and its online counterpart are part of Operation H.O.M.E.'s efforts to close the minority homeownership gap. Portland Development Commission, along with the Portland Housing Bureau and numerous other sponsors, made My First Home possible. Click here to access My First Home on line, or call 823-3400 to find out how to get your own hard copy.
