Mortgage FraudFocus on Preventing Mortgage Fraud (posted 03/12/10)

 

Like the rest of the nation, Oregon has been deeply affected by the downturn in the housing market. The foreclosure rate in Oregon continues to grow significantly as many Oregonians face economic challenges.

 

Director Margaret Van Vliet sent this letter to the Oregon Department of Consumer and Business Services (DCBS), expressing PHB's desire to work in partnership with state agencies  to help stem the tide of foreclosures and related fraudulent practices that are undermining our efforts at homeowner retention. 

 

DCBS Director Cory Streisinger's response underscores the state's efforts at addressing the problem. "During the past two years, we have issued sanctions in 75 mortgage lending cases, resulting in 26 license suspensions, revocations, or other bars from the mortgage business, and more than $400,000 in fines."

 

Also this week, Margaret addressed real estate agents attending the day-long symposium organized by the Oregon Department of Justice, to discuss the issues and problems associated with short-sales, loan modifications and foreclosure "rescue" programs.

 

Along with the recent increase in foreclosures, the Oregon Department of Justice has seen a dramatic increase in mortgage and foreclosure fraud. Many consumers, however, never realize they were the victim of a foreclosure fraud scam. Additionally, scammed consumers are often reluctant to report the fraud after-the-fact, embarrassed that they were fooled. The goal of this symposium is to teach real estate professionals how to spot and report mortgage and foreclosure fraud.

 

One of the goals of the bureau has been to close the gap in minority home ownership. With the economic downturn, the challenge has been less about getting services to first-time home buyers, and more about helping people retain their homes. Responding to community needs, the Portland Housing Bureau invested over $1.1 million in 2009 to fund foreclosure prevention and home buyer assistance services that have a foreclosure prevention component.

 

This was the first time the Bureau had to allocate dollars for foreclosure prevention. Funded partners are hard at work getting much-needed assistance to local homeowners. We will have more to report on results of PHB's foreclosure prevention efforts in the coming months.

Update on veterans housing in South Waterfront (posted 3/4/10)

This morning's Daily Journal of Commerce highlights the Portland Housing Bureau's efforts to move forward on a long-planned veterans' housing project in the South Waterfront District. Reporter Nathalie Weinstein spoke with PHB Director Margaret Van Vliet about next steps for The Tamarack, a project planned for Block 49.

 

The South Waterfront District was meant to host hundreds of affordable housing units, but so far none have materialized. "I can't explain the past 11 years," before arriving as the new Portland Housing Bureau's first Director, Van Vliet told Sarah Mirk in this morning's Portland Mercury. "I am very intent on getting some affordable housing in that district."

 

Construction was set to begin on the Ankrom Moisan Associated Architects project in the summer of 2008, but a lack of private financing, thanks to the recession, has delayed the project.

 

While obtaining enough housing vouchers from the U.S. Department of Housing and Urban Development has been a challenge, the Housing Authority of Portland and PHB now have 105 vouchers and the Portland Veterans Administration has applied for 300 more.

 

Financing hurdles have proven more problematic. Director Van Vliet hopes to use $23 million in tax increment financing (TIF) available from the Central City Urban Renewal Area to close the gap, and to see construction begin this summer or early fall.

 "We're seeing a lot of homeless veterans coming back and struggling with housing and employment," Director Van Vliet told the DJC.

PHB Budget Process Update – March 1, 2010    

 

The Portland Housing Bureau has submitted its Requested Budget to the City Council.  To view the submission in its entirety, click here

 

The City will be holding its annual Community Budget Forums from 3/1 through 3/6.  These events, held at various locations in the community, are intended to allow members of the public to share their priorities with the City Council before deliberations.  For the times and locations, click here.   

 

During mid- to late March, Council will be holding public budget work sessions in which City Council, bureau leadership and City budget office staff discuss individual bureau budget submissions and issues.  The Portland Housing Bureau is scheduled on Monday 3/29, 1:00-2:30 in Council Chambers at 1221 SW 5th Ave.  For a full calendar of all bureau work sessions, click here
