We appreciate your interest in working with Portland Parks & Recreation to improve our park system. Each year PP&R receives many requests from community members who wish to contribute to the vitality of Portland Parks and Recreation by funding park improvements. 

 

This application process is for projects that will address easily identifiable park and recreational needs such as adding park furnishings, addressing maintenance issues, and purchasing or enhancing recreational equipment. PP&R cannot entertain proposals that will increase maintenance costs, will not serve the general public or changes/interferes with existing park use.

 

In an effort to be responsive both to community interest and to our stewardship responsibility of park and recreation assets, PP&R is providing the following process whereby projects can be reviewed, responded to appropriately, and, if determined to be viable, assigned to appropriate PP&R staff to assist with implementation. PP&R staff will assist with design decisions, selection of appropriate materials, and determining the true costs of the project. Raising the necessary funds will be the responsibility of the individual or organization proposing the project. PP&R staff cannot assist with fundraising.

 

PROCESS

PP&R is a multi-disciplinary organization with expertise in the design, operation, and maintenance of parks and recreational facilities. Your application will be considered by a Review Committee within the month. After the review, a PP&R staff person will contact you with more information.

2.  PP&R Review

The Review Committee will consider the following factors when reviewing a project proposal:

  • Adherence to the site's master plan
  • Impact on park maintenance
  • Likelihood of community support
  • Impact on existing park users
  • PP&R's current work program
  • Permit requirements - land use and/or building permits
  • If public art, refer to Regional Arts & Culture Council (RACC)

If a proposal moves forward after the above review, a PP&R staff person will call you for more detailed information that will assess costs, liability issues, and how the proposal will meet PP&R design standards. Budget considerations will include the cost of design development, material costs, installation costs, engineering needs, PP&R staff time, and maintenance needs.

 

3. Project Implementation

If your project is approved, a PP&R staff person will be assigned to work with you to make sure the project is completed according to PP&R standards and in a way that is sensitive to all park users.

 

If a project requires permits, a project manager or landscape architect - or if it will require a increase in maintenance funding by PP&R, it first needs to be incorporated into the 5-year Capital Improvement Plan. In that case, the project will be delayed until the following fiscal year.
