System Development Charges for Parks, Trails & Natural Areas
System Development Charges (SDCs) are one-time fees assessed on new development to cover a portion of the cost of providing specific types of public infrastructure required as a result of this development. Park SDCs help ensure that Portland's quality of life keeps pace with our growing and changing city by providing additional parks and recreation facilities needed to accommodate growth.
Following a 14-month-long public process, in March 2008 Portland City Council approved a comprehensive update to the SDC for Parks, Trails, and Natural Areas. There are three changes to the Park SDC program:
- A commercial fee will be assessed.
- A two-tiered fee structure will be implemented.
- The recovery rate will increase to 75%.
