Off-Leash Program

Normandale Park OLA

Portland has 32 off-leash areas (OLAs). Five are fenced, all-day areas. The remaining areas are unfenced, with seasonal hours depending on site restoration and adjacent uses. Boundary markers are in place at the unfenced sites. There are signs in each off-leash area with maps, rules, and a place to post notices. Users are asked to bring their own scoop bags.

Off-Leash Program Advisory Group

Portland Parks & Recreation is committed to providing a wide variety of high quality recreation services and opportunities for all residents. As part of this commitment, we are convening an advisory group to guide us in addressing the challenges and opportunities that face our off-leash program.

Working within the framework established in the 2004 Off-Leash Program Evaluation &

Recommendations, the Advisory Group will:

  • Work with PP&R staff to create a prioritized plan to address off-leash program problems and solutions
  • Guide PP&R in executing the plan
  • Advise PP&R in developing off-leash program strategies and initiatives
  • Act as an ongoing forum for off-leash program partnerships

Because the off-leash system spans the city, and because a wide range of stakeholders have interest in off-leash areas in Portland parks, the advisory group will have a broad representation of stakeholders from different communities and with different perspectives and backgrounds.

If you are interested in serving on the Off-Leash Program Advisory Group, please complete and return an interest form by December 1.
