Building Code Board of Appeals The Building Code Board of Appeals hears appeals of building code issues which are appealed beyond the Administrative Appeals Board. Business License Appeals Board The Business License Appeals Board hears and decides business license, business income tax and transient lodging tax appeals of decisions issued by the Bureau of Licenses. City Small Business Advisory Council (SBAC) Provides an organized voice for small business with the Portland City Council on policies that impact small business Civil Service Board Hears appeals of City actions involving employee discipline, job classifications and examinations. Community Budget Advisory Board Participates in City Council budget deliberations, advises Council regarding proposed amendments to the budget, and assists the Council in reviewing budget plans against results to date. Design Commission The Design Commission provides leadership and expertise on urban design and architecture and on maintaining and enhancing Portland’s historical and architectural heritage. Development Review Advisory Committee (DRAC) The Development Review Advisory Committee is a citizen advisory body, representing those with interests in the outcome of policies, budgets, regulations, and procedures that affect development review processes. Elders in Action Citizen advisory group that advises Multnomah County Aging and Disability Services, Multnomah County, and the City of Portland on the concerns and needs of older adults in our community Electrical Code Board of Appeals The Electrical Code Board of Appeals hears appeals where an applicant is aggrieved by the findings of the Director. Fire Code Board of Appeals Fire Code Board of Appeals advises the City Council on concerns raised by property owners and developers seeking exceptions to the Fire Code. Floating Structures Board of Appeal A 6-member board appointed by the Mayor to determine the suitability of alternate materials and construction for floating structures and hear and rule on appeals for floating structures. Golf Advisory Committee Citizen body charged with advising Parks and Recreation and the Parks Commissioner on development and operations at city golf courses. Makes recommendations to the Director of Parks concerning budgets, policies and procedures, improvements, greens fees. Historic Landmarks Commission The Historic Landmarks Commission provides leadership and expertise on maintaining and enhancing Portland's historic and architectural heritage. Home Forward (formerly the Housing Authority of Portland or HAP) The Board of Commissioners oversees Home Forward and is responsible for establishing policy and approving its annual budget. Human Rights Commission New city commission seeking members to eliminate discrimination and bigotry in the City of Portland. Independent Police Review - Citizen Review Committee The Independent Police Review Division (IPR) receives and screens complaints about Portland Police Bureau officers. Citizen Review Committee volunteers monitor and advise IPR, hear appeals, and receive public concerns. Investment Advisory Committee The Investment Advisory Committee advises the Commissioner In Charge, the Chief Administrative Officer of the Office Management and Finance, the City Council and the City Treasurer of the City on investment matters. Mechanical Code Board of Appeals The Mechanical Board of Appeals determines the suitability of alternate materials and types of construction and provides for reasonable interpretations of the provisions of the Mechanical Code Metropolitan Exposition-Recreation Commission Oversees operation of the region's major public performance, convention and exposition facilities. Mt Hood Cable Regulatory Commission Advocates for public and community interests in the regulation and administration of cable television franchise agreements. Noise Review Board Meets monthly to review major requests for noise variances and recommends Noise Code changes North Reach Plan Advisory Committee The North Reach Plan Advisory Committee, created in April 2010 and convened by the Office of Healthy Working Rivers, will advise the City on the implementation of the River Plan/North Reach and report annually to the Planning Commission and the City Council Plumbing Code Board of Appeals Determines suitability of alternate plumbing methods and materials. Portland Children's Levy Allocation Committee The Portland Children's Levy was created by city voters in 2002 and renewed in 2008 to fund proven programs throughout the city in early childhood, after school and mentoring, child abuse prevention/intervention and foster care. Portland Community Media Portland Community Media is a nonprofit organization whose mission is to promote broad participation in civic and cultural life by encouraging effective use and understanding of community media. Portland Development Commission Brings together community resources to achieve Portland's vision of a vital economy with healthy neighborhoods and quality jobs for all residents. Portland Housing Advisory Commission Primary public forum for policy development, resource coordination, and civic leadership to address affordable housing and economic opportunity issues County-wide. Advises elected officials on policy pertaining to these issues. Portland Parks Board Portland Parks Board Citizen body responsible for monitoring 2020 Vision implementation and for advising the Parks Director, Parks Commissioner and City Council on parks policy and budget issues. Portland Planning & Sustainability Commission Formed in 2010, the Planning and Sustainability Commission (PSC) has specific responsibility for the stewardship, development and maintenance of the City's Comprehensive Plan, Climate Action Plan and Zoning Code. By holding public hearings and discussing issues and proposals, the PSC develops recommendations to share with City Council in hopes of creating a more prosperous, educated, healthy and equitable city. Portland Utility Review Board The Boards' purpose is to advise the City Council, on behalf of and for the benefit of the citizens of Portland, on water, sewer, stormwater, and solid waste financial plans and rates. Portland/Multnomah Food Policy Council The Portland Multnomah Food Policy Council (FPC) is a citizen advisory panel that reports directly to Portland City Council and the Multnomah County Board of Commissioners. Private-for-Hire Transportation Board of Review (Taxis, Town Cars, Shuttles, Specially Assisted Transportation, Pedicabs and Limousines) Advises the Bureau on matters relating to the for-hire transportation industry, approves administrative rules, regulates fuel surcharges, recommends approval or denial of company and vehicle permits. Public Involvement Advisory Council Develops policy proposals to strengthen and institutionalize the City's commitment to public involvement. Purchasing Board of Appeals A three member board that hears and attempts to resolve protests and appeals arising from City procurement related decisions when such matters are referred to it by the Purchasing Agent. Regional Arts & Culture Council RACC is the steward of public investment in arts and culture, and works to create an environment in which the arts and culture of the region can flourish and prosper. River Community Advisory Committee Citizen Advisory group providing input on issues affecting floating structures on city rivers. Structural Engineering Advisory Board This board advises the Director and/or the Appeals Board in structural matters relative to reasonable interpretation and to alternate materials and methods of construction. Towing Board of Review Oversees the performance of all parties contracting with the City for towing or dispatching service, and hears and investigates citizen complaints regarding the City's towing contracts. Urban Forestry Commission Mission is to improve Portland's urban forest in terms of overall canopy, forest health and benefits provided by the forest.
