Liquor License Process Information and Forms

Oregon State Law allows a local government recommendation prior to licensing businesses to sell alcoholic beverages. From the date that a license application is received, the City of Portland has 45 days to make a recommendation to the OLCC on new applications and 60 days on renewals. The City has designated the Chief of Police with the authority to make the recommendations on the City's behalf to OLCC. The Police Bureau’s Drug and Vice Division coordinates with the Office of Neighborhood Involvement and Bureau of Development Services’ Noise Control office to determine a recommendation.

Liquor license fees are as follows:

New Outlet - $100.00

Change of Ownership, Change Tradename, Greater Privilege, etc. - $75.00

Temporary Sales Licenses (TSLs) - $35.00

All Temporary Sales Licenses (TSLs) are processed within 1 - 3 business days.  Please keep this in mind at the time of applying.

The Office of Neighborhood Involvement does not accept credit cards.  We accept cash, check made payable to the City of Portland, or money order.

We can only process liquor licenses that are within the City of Portland.  Please go to www.portlandmaps.com and type in the address to ensure that you are within the City's jurisdiction before applying.
