Below are scans of original Ordinances and neighborhood Guidelines relating to Portland's neighborhood system and Office of Neighborhood Involvement (formerly Office of Neighborhood Associations).  Not all ordinances are going to be listed here, just key ones relating to the evolution of the neighborhood association system.  Have not gotten 1993 and 1997 Ordinance and Guidelines updates posted yet.
 
The GREAT Committee (Guidelines Review, Empowerment and Assessment Taskforce) category contains an archive of the work of that committee which culminated in City Council adoption of their recommendations in July 2005.
