Graffiti Volunteer Form
To volunteer with the City of Portland, you must submit a release form. Please print and return to the Volunteer Coordinator.
City of Portland Graffiti Removal Agreement
This form must be signed and submitted to the Office of Neighborhood Involvement prior to cleanup of graffiti on private property.

ONI's Graffiti Abatement Volunteer Program works with concerned neighbors and business-owners to locate, report and remove graffiti from public and private spaces. We work towards accomplishing this goal in several ways:

  • Forming neighborhood graffiti patrols;
  • Contracting with Youth Employment Institute-YEI to have graffiti removed: a free service to property owners; 
  • Working with Portland Police Bureau's Graffiti Hotline: (503) 823-4TAG (4824);
  • Recruiting and training volunteers to assist with graffiti reporting/removal in their own neighborhoods, and;
  • Providing digital cameras on loan to qualified volunteers to document graffiti*

Research has shown that prompt and persistent removal of graffiti is effective in discouraging repeat vandalism. The Office of Neighborhood Involvement's Graffiti Abatement Coordinator and Graffiti Abatement Volunteer Coordinator both work with the Police, District Attorney (DA), and neighbors to address graffiti throughout the City. If you want to help in the city's graffiti abatement efforts, here's what you can do:

  • Fill out the volunteer application and volunteer agreements, and mail, fax or e-mail them to the Graffiti Abatement Volunteer Coordinator at the address/fax provided on the form. In return you will receive information about proper removal practices and sources of graffiti removal supplies.

  • Download the Graffiti Reporting Worksheet and use it to document graffiti sites, then use the information to make an online graffiti report, or call the Graffiti Hotline, 503-823-4TAG(4824).

Another volunteer suggestion : Read "Graffiti in Tahiti" (by Victoria Wilson-Merritt, www.anomicsolutions.com ) to K-5 students at your local elementary school! This is a book written in rhyme, that explains to young children why graffiti is harmful for neighborhoods, and for people who live there. It is colorful and entertaining. A copy of this book was donated by the Graffiti Task Force Trust Fund to every Portland Public elementary school library, and those in David Douglas, Parkrose, Centennial and Reynolds (that lie within Portland's boundaries). Contact the librarian or media specialist at your local school.
