Towing in Portland

City Contract Towing

The Towing Coordinator administers the City Towing Contract and reports to the Towing Board of Review. The City Towing Contract provides towing and storage services to Portland Police, Portland Parking Enforcement, Port of Portland Police, Multnomah County Sheriffs, Oregon Department of Transportation Incident Response, Tri-Met and City of Fairview Police. In the interest of promoting public safety and convenience, the Towing Coordinator monitors compliance to ensure that contract towers are providing vehicle towing and storage services in a timely, courteous, safe, and professional manner. Towing procedures and fees are limited to the terms of the contract.

Permit Fee

No permit fees. The Contract for Vehicle Towing and Storage provides that a "City service fee" be collected by the towers and paid monthly to the city for each vehicle released to the owner under the City contract.  

Private Property Impound

Private property owners may contract with a local tower to post a property and remove unauthorized vehicles parked there. PPIs are tows from private property within the Portland city limits authorized by such an agreement with the private property owner or other person in control of the property. The Towing Coordinator is also responsible for regulation of PPIs. PPI Towers are required to obtain a permit from the City and adhere to rules established by PCC 7.24.010-019.
