About Annual Financial Reporting

The City of Portland’s Comprehensive Annual Financial Report (CAFR) provides the City Council, City staff, our citizens, and other readers with detailed information about the financial position and activities of the City. The CAFR is designed to fairly present the financial position and results of operations of the City as measured by the financial activity of its various funds.  The CAFR includes the Report of The City's Independent Auditors.

The Schedule of Federal and State Grant Programs, referred to as the Single Audit is published separately as required by OMB Circular A-133 and is not a required part of the basic financial statements.  The links are provided by year following the City's CAFR.

Additionally, the Fire and Police Disability and Retirement Fund (FPD&R), though a legally separate entity, as required by Generally Accepted Accounting Principles, has been blended with the information in the CAFR.  As a defined benefit pension plan, separate reports are required to be in accordance with the provisions of Governmental Accounting Standards No. 25.  The Hydroelectric Power Fund (Hydro), also a blended component unit, is required to present financial statements in accordance with the accounting requirements as set forth in the Power Sales Agreement.  Web links to their individual web sites are provided for the separately issued FPD&R and Hydro reports below.
