Located in the Portland Building in the government quarter of downtown Portland, and with field offices in multiple locations, the Office of Management & Finance (OMF) provides internal services to city bureaus to accomplish its mission of:
 
SUPPORTING THE ADMINISTRATIVE AND OPERATIONAL NEEDS OF THE CITY TO ENHANCE QUALITY SERVICE DELIVERY TO THE PUBLIC
 
OMF was created in 2000 when the bureaus of Finance & Administration, General Services, and Purchases were merged. In addition to Business Operations , Management & Finance has five bureaus: Financial Services, Human Resources, Purchases, Revenue and Technology Services. (Organizational Chart)
 
Below is a description of each bureau and links to their web pages.

Financial Services includes the divisions of Accounting, Debt Management, Financial Planning, and Treasury. These divisions manage the City of Portland's financial accounting activities and produce the city budget and comprehensive annual financial report. Other Financial Services include issuing and managing bonded debt and managing the City's investment portfolio. As stewards of public funds, the divisions of Financial Services have been key to maintaining the City of Portland's 30-year history as a triple-A bond rated city, one of few in the U.S.
 
Human Resources  provides a full array of human resources and personnel services. With seven divisions, Human Resources manages the City's employment, employee benefits, equal opportunity/affirmative action, diversity development, employee training, and labor relations activities.
 
Purchases oversees procurement and contracting activities for the City. The bureau manages the City's fair contracting commitment, working with contractors, city bureaus, and other stakeholders to ensure the City meets equal opportunity goals.  Purchases also provides guidance and oversight to ensure that purchasing activities support and encourage the City's commitment to sustainability.
 
Revenue Bureau ,established in 2005, is the newest service in the Office of Management & Finance.  The Revenue Bureau includes the following services: revenue collection (taxes & licenses); special events within city limits; business regulation; the City liens docket; local infrastructure improvement financing; system development charges; and code violations.
 
Technology Services  provides a wide array of information technology and telecommunications services to city bureaus and other local governments and educational institutions. Information Technology services range from desktop support to application development to geographic information systems to web services. The bureau also manages telecommunication services including public safety communications and the 800MHz radio system and the Integrated Regional Network Enterprise system.
 
Business Operations has five programs: Financial & Management Services; Facilities Services; Printing & Distribution; Risk Management; and Vehicle Services.  Financial & Management Services provides financial, accounting, budgeting, human resources, policy development, contract administration, emergency preparedness, communications, and administrative support to the bureaus of the Office of Management & Finance.  The remaining programs manage internal services for the City's many bureaus, providing facilities maintenance, property management and development, printing and duplication, mail services, insurance and workers compensation management, and maintaining the City's fleet vehicles. Some services, like printing, also provide low-cost services to other local governments in the Portland metropolitan area.
