The Portland Citizen Corps Council (PCCC) was created by Portland City Council in October of 2004 to make Portland a safer city through increased community awareness and participation in efforts to address natural disasters, crime and terrorism.
 
Nationally, the Citizen Corps model was created by Presidential directive that recognizes that every citizen has a role to play in making their own household and community more secure.
 
In Portland, Citizen Corps priorities include:
  • Developing and implementing an ongoing community preparedness program to increase awareness of the threat of natural disasters, crime and terrorism;
  • Providing training and volunteer opportunities to address these threats;
  • Promoting coordination and collaboration among local volunteer programs; and,
  • Assuring effective outreach on safety and preparedness to Portland’s more vulnerable citizens.
The Portland Citizen Corps Council (PCCC) currently includes 29 member organizations from the public, private and non-profit sectors.   Among these are core volunteer programs that address emergency preparedness and public safety:
  • Neighborhood Crime Prevention (Portland Neighborhood Involvement, 503.823.4519)
  • Neighborhood Emergency Teams (Portland Emergency Management, 503.823.1260)
  • Health Reserve Corps (Multnomah County Health Dept., 503.988.3663, ext. 26115)
  • American Red Cross  (Oregon Trail Chapter, 503.284.1234)
In addition to these volunteer opportunities, the PCCC has created the Community Presenters Program to train volunteer speakers and coordinate safety and preparedness presentations to organizations and community groups.  Speaker training is free and provided by the Portland Office of Emergency Management.
