INSURANCE REQUIREMENTS GUIDE 

 

Insurance naming the city as an additional insured party is required for use of:

  • City Parks

  • Vehiclular or pedestrian traffic control or closures on streets and/or sidewalks

  • City-owned buildings

  • Pyrotechnics

Insurance is not required for use of:

  • Reserved parking
  • Noise Variance
  • Nearly all sidewalks (please ask for exceptions) if 6 feet of sidewalk will be unobstructed for pedestrians at all times

 

Insurers:  Please read carefully to save yourself and your client time & energy:

 

If insurance is required, please submit for approval by our City Attorney:

2 separate forms

1.  Additional Insurance Endorsement (please click to download) to be signed by an insurance company representative, or an industry standard Additional Insured Endorsement form pertaining to permits (not contractors) that lists the exact same policy number as the certificate and "The City of Portland and its officers, agents and employees" that our city attorneys approve

 

2.  A Certificate of Liability Insurance (including the information listed below) supplied by an insurance company representative

We do not accept only additional insured wording in the certificate - the certificate must be accompanied by our endorsement form or an acceptable non-"blanket" additional endorsement form as described above.

 

Because film shoots most often have very short notice and the forms require approval from our attorneys, please note:    Without approved insurance following the guidelines listed above and below, your client will not be able to film for their requested permitted purpose - care and time is of the essence.

 


 

Required Information for the Certificate of Liability

 

Coverage listed on the certificate must include:

  • Property damage
  • Personal injury
  • If vehicle(s) transporting people and/or equipment are used on the actual permitted site during the permitted period, the certificate must also include:
    • Automobile liability (covering vehicles utilized on permitted site)

     Note: Automobile coverage on the certificate is not necessary if vehicles are only used to transport people and/or equipment to and/or from the site.

  • If stunts or pyrotechnics are a part of the filming and are excluded from coverage in the policy coverage terms, coverage must be provided for those events.

 

Limits of coverage must be:

  • Not less than $1 Million ($1,000,000.00) in the aggregate and per occurrence.

 

In the Description of Operations:

  • Name as Additional Insureds:

        The City of Portland and its officers, agents and employees

 

Please note:

 

To save time & energy for the permittees, we do accept (and prefer) forms that name the City as an additional insured party for the entire policy period & not merely for the specific shoot.

 


 

Under “Cancellation”, the notice needs to be listed as:

  • 30 days

 

The Certificate Holder should be:

  • The City of Portland and its officers, agents and employees
