Oregon Safe Drinking Water Revolving Loan Fund

$1,300,000 combination grant and loan to Water Bureau

  • On May 15, Water Bureau received word that the bureau has been awarded funds for replacing submersible pump/motors assemblies with higher efficiency pump/motor assemblies for seven production wells at the Columbia South Shore Wellfield
  • Construction to begin no later than Feb. 16, 2010 and be complete no later than Feb. 16, 2011
  • The project cost is $1,545,000 and Water Bureau is providing the remaining $245,000
  • Awarded is a combination of a $650,000 grant and a $650,000 20 year loan at 3% interest

Clean Diesel Funding Assistance Program

$1,622,348 to Bureau of Planning and Sustainability

  • Submitted to Environmental Protection Agencytruck in garage
  • Anticipated Use of Funds:
    • Purchase and install verified emission reduction technologies (e.g. exhaust filters) on the City of Portland’s, City of Salem’s and Multnomah County’s municipal diesel fleet.
    • Purchase and install fuel operated heaters (a verified idle reduction technology) on Portland and the Multnomah County’s diesel fleet.
    • Pilot clean diesel contracting requirements on a number of upcoming publicly funded construction projects, using funding to purchase and install verified emission reduction technologies on the contractor owned, leased, or rented off-road construction equipment used in pilot projects.

Transportation Electrification

Amount To Be Determined to Portland Bureau of Transportation, PGE is lead partner

  • Submitted to US Department of Energy, National Energy Technology Laboratory
  • The Electric Transportation Engineering Corporation (ETEC) in partnership with Nissan North America submitted a $101,250,000 application on May 15, 2009 to develop the infrastructure to support 1,000 battery electric vehicles (BEVs) in five US cities. Funds can be used for training to support BEVs, BEV purchases and/or charging station installation
  • PBOT is told that Portland is one of the five rollout cities in this proposal with PGE as the utility partner

Portland is strategically pursuing federal stimulus dollars to create sustainable jobs and invest in renewable energy sources and innovative green development. By seeking to leverage federal funds for the following projects, Portland is working to maximize our local investment in 21st century solutions to energy issues and enhance future prospects for all Oregonians. Each of these projects is distinctive and transformative.

 

City Council strongly supports all of these projects as each will create new jobs, build additional long-term capacity in our communities, and support sustainable, nationally replicable development.

 

In collaboration with the State of Oregon, Portland has sought to move some of these projects forward through the Oregon Way process.

Fiber Optic Broadband Neighborhood Pilot

Fund an open access fiber-to-the-home (FTTP) broadband pilot program in North/Northeast Portland:  Small Business Support Network, Digital Inclusion, Telehealth: Changing the Way People Age in Place, Education building and street signsfor All, and Safe Neighborhoods

  • Identified Funding Source: National Telecommunications and Information Administration (NTIA), Technology Opportunities Program; potential private investor cost share is $10 million providing the 20% match
  • Estimate of total project cost:   $50 million
  • Applicant:  Office of Cable Communications and Franchise Management
  • Proposed Rules: Unfortunately, the definition of “underserved” published in the June 09 Notice of Funding Availability (NOFA) guidelines appears to preclude Portland and other cities from applying for these funds currently.  The City is looking forward to the possibility of applying for future funds if the eligibility criteria changes.

Portland Community Fiber Network Project

 


Oregon Sustainability Center                                               design concept for Oregon Sustainability Center

Construction of a “living building” on the campus of Portland State University, utilizing advanced, green building materials that will recycle all water, waste and produce electricity on site, leaving no carbon footprint. The project will allow the study of how building materials perform, how these materials can be improved over time and will study adherence to prescribed behavioral requirements of residents designed to maximize building efficiencies.

Prevention and Wellness - Communities Putting Prevention to Work

  • Submitted to Centers for Disease Control
  • Federal initiative addresses obesity, physical inactivity, poor nutrition, and tobacco use/exposure with the long-term goal of improving community health.
  • Eligible measures include promoting use of public transit, promoting bicycling and walking, signage for neighborhood destinations in walkable/mixed-use areas and signage for public transportation, bike lanes, & bike boulevards.

Energy Trust of Oregon (ETO) partnered w/ counterpart organizations in Wisconsin & Vermont to applying for funds. The grant seeks teams to stimulate the existing home retrofit market through research to increase efficiency gains and reduce the cost of retrofits. If ETO receives the grant, there will be opportunities for the City of Portland and Portland residents to partner with ETO on demonstration projects and testing of prototype technologies and approaches to energy audits and improvements
