Portland celebrated the Emperor of Japan's birthday on December 23, 2010 with a visit from Consul General Takamichi Okabe. For the second consecutive year, the city raised the Japanese and U.S. flags in front of City Hall, an honor reserved for countries that maintain full diplomatic missions to Oregon (currently Japan and Mexico).

The Portland Children’s Levy grants to Lutheran Community Services NW in the Child Abuse Intervention/Prevention category. Portland Children’s Levy funding supports services for approximately 120 recently-immigrated Eastern European and African families.
