| Portland celebrated the Emperor of Japan's birthday on December 23, 2010 with a visit from Consul General Takamichi Okabe. For the second consecutive year, the city raised the Japanese and U.S. flags in front of City Hall, an honor reserved for countries that maintain full diplomatic missions to Oregon (currently Japan and Mexico). |
