West Side Community Benefit Opportunity (CBO) grant recipients
 
In January 2002, the Bureau of Environmental Services (BES) awarded $745,000 to 6 local organizations to create 8 community projects in neighborhoods and business districts affected by combined sewer (CSO) construction of the West Side Big Pipe and related projects. In January 2001, BES received 92 applications with project ideas and budgeted $1 million to fund some of the projects.  A committee was formed of community members, city employees, and design consultants to review the projects proposed.  The following is a list of the projects they selected.
 
The West Side Big Pipe included construction of a 3.5-mile, 14-foot diameter tunnel, five tunnel access shafts, connecting pipelines and new pressure sewer line, as well as constructing the Swan Island Pump Station.
 
1.  South Portland Neighborhood Association (formerly CTLH)
$150,000 to install traffic calming devices along SW Virginia Street (still in progress)
$10,000 to revegetate greenway trail at 5550 SW Macadam (cancelled)
 
2.  RiverPlace Planned Community Association
$100,000 to remove invasive ivy and replant along RiverPlace Marina bank (complete)
 
3.  Overlook Neighborhood Association
$15,000 to create a community garden on Parks property at Roy Beach (complete)
 
4.  Swan Island Transportation Management Association
$200,000 for pedestrian and bicycle improvements to Swan Island on Going Street (complete)
$150,000 to provide a connection between N. Going Street and the river (complete)
 
5.  Goose Hollow Foothills League
$100,000 to plant street trees in the Goose Hollow neighborhood (complete)
 
6.  Friends of Trees
$20,000 to plant street trees in the University Park Neighborhood (complete)
 

Extenuating Circumstances
BES reserved some of the money for projects that might become necessary as West Side construction continued.  The remaining $255,000 was allocated to the following:
 
1.  Urban Water Works
$25,000 to transform the Astor Elementary School courtyard into a sustainable green space (complete)
 
2.  NW District Association and the Pearl District Neighborhood Association
$40,000 to make improvements beneath the I-405 underpass between NW Johnson and Kearney (complete)
 
3.  Portland Parks & Recreation
$50,000 to help fund the South Waterfront Greenway Trail Design Coordination Plan (complete)
 
4.  Portland Office of Transportation
$60,000 to build swale and pedestrian improvements on NW 15th and Front Avenue (in progress)
 
5.  Environmental Services, Office of Transportation and Parks & Recreation
$40,000 to build 1,000 SF of green street/landscaped swale in Waterfront Park adjacent to SE Ankeny Street (design in progress)
 
6.  Overlook Neighborhood Association
$40,000 to assist with a neighborhood project fund (in progress)

Thirty-eight (38) applications were received on February 5, 2007 amounting to $7 million in requests.  The CBO Advisory Committee and Environmental Services have selected 21 projects amounting to $1.77 million in grants.
