Portland City Council adopted the St. Johns/Lombard Plan on May 26, 2004. The Portland City Council heard public testimony on the Recommended St. Johns/Lombard Plan at public hearings on March 17, 2004, April 8, 2004, and April 29, 2004. Based on testimony, City Council amended the Plan. The adopted plan went into effect on July 10, 2004.
