Open House Comment Sheet

 

The Implementation Strategy identifies land use actions and transportation projects refined through technical evaluations and public comments.  The strategy has been divided into two phases starting with short-term land use changes that will be part of a legislative package that may be acted upon by the Planning Commission and City Council over the next six months.  Other recommendations will be forwarded to the Portland Plan process for further consideration.  The transportation projects will be included in the next update of the Transportation System Plan, which is a key step for securing funding.  During the interim, City staff will continue to look for opportunities to implement additional projects and ideas identified through the planning process.

Public Comments on Draft Project Proposals

Based on feedback we’ve received on the draft station community proposals presented in February and March, we will be refining the proposed actions during April and May, and plan to come back out to the community for additional discussions in June.

 

Among the comments and questions from the open houses was a general question about when zoning changes might occur, and concerns or questions about proposed densities in the station communities.  

 

Generally, it would take approximately six to nine months from this point in the process for any rezoning to become effective, but given the current City budget situation and proposed budget cuts to the Bureau of Planning and Sustainability, it is unclear when any of the zoning proposals would move forward for formal adoption.  Regardless of the timing, before any change occurs there will be additional community meetings and hearings before the Planning Commission and City Council.

 

As for concerns about overall density in the station communities, regional and city policies encourage high-density growth around light rail transit stations.  These policies are reflected in the current zoning at the station areas, and these are areas where we expect to see change in the form of infill development.  The Eastside MAX project is a process to revisit the zoning and make adjustments. In addition to changes to the base zoning, we are looking at applying the Design Review overlay, which would apply additional development standards to improve the quality of infill development.

 

Thank you for all of your comments regarding proposed planning changes for the six Eastside MAX Station communities.  We continue to try and make things better while working within the Citywide framework that encourages growth and infill development in MAX station communities.

Youth Planning Interns -- Survey and Focus Group Results

The Eastside MAX Station Communities project has been assisted by several of the bureau’s youth planning interns. One of their primary tasks has been to develop and conduct a survey of youth that use the 82nd Ave MAX station.  About 120 surveys were conducted at Madison High School, Montavilla Community Center, and other locations in two different phases during 2008, the first in August and the second in November.  Click on the MAX train graphic below to see their PowerPoint presentation of the survey results.

Draft Proposals for Eastside MAX Station Communities

We recently conducted two open houses to present draft proposals for the six Eastside MAX station communities being studied in this project.  Materials presented at the open house are listed below.  We hope you will take time to review the proposals for your station community, including zoning changes, transportation improvements, station area visions and station-specific actions, and then let us know your thoughts, ideas, concerns, or questions. 

 

The public comment period will stay open through April 3, 2009, and you can submit feedback by:

  • printing out and completing the Comment Sheet listed below (the postage is already paid) and/or
  • contacting staff by phone, mail, or email.

Community Open Houses, February 28 and March 14

Portland’s Bureau of Planning and Sustainability along with the Bureau of Transportation are holding two open houses to update the community on the Eastside MAX Station Communities project.  Community input as well as work by the project’s community working group and technical advisory group has resulted in a set of proposed long-range planning actions (zoning, transportation and others) for each of six station communities – 60th, 82nd, Parkrose/Sumner, 122nd, 148th and 162nd. We are asking for your review, evaluation and input on the proposed actions for each station area.

Different station areas will be addressed on different days and at different times. We will start each session off with a project update and description, followed by a question and answer period, and finally small group discussions of the proposals.

Community Workshops, November 12 and 13

The Portland Planning Bureau is continuing to look at ways to improve livability around six Eastside MAX stations. We are holding two project workshops in November to review and refine your project ideas and proposals into a specific set of recommendations. City staff and consultants will use these recommendations to create a range of proposals such as street improvement projects, changes to zoning or building development standards, or other policies and programs.

We have received input from walks, open houses, surveys, and emails, and we are summarizing this information into Needs, Opportunities, and Constraints maps for each station community (see maps below). While each station area has unique issues, some of the common themes for all station communities are: improving public safety and security; providing more sidewalks and crossings for pedestrians; and increasing the quality of new development.

 

We hope you will be able to attend one of our workshops, but if not, there are several other ways to share your project ideas with us:

  • Attend a neighborhood association meeting. We are presenting the project to various neighborhood associations throughout Southeast and Northeast Portland in October and November. If you would like to know when we are giving a presentation in your area, give us a call.

Eastside MAX Station Communities Survey, April and May, 2008

As part of the project kick-off, the Bureau of Planning and TriMet conducted a survey of station community residents to learn about how they use transit, what shops and services they use in the neighborhood, and what kinds of changes they would like to see to make the station community a better place.
