Portland Recycles!    
A new waste reduction and recycling plan for Portland


On April 30, 2008, Portland City Council adopted the final portion of the Portland Recycles! Plan, approving a revised strategy and recommendations for the commercial sector. Previously on August 8, 2007 Council adopted the residential, waste prevention and city operations portions of the Plan, while directing the Office of Sustainable Development (OSD) to reexamine options for the commercial collection system that would support broader sustainability goals. With approval of the updated Plan, new initiatives are now underway to implement its recommendations.

  

History
Portland has been a national recycling leader for more than 20 years. But Portland’s waste — garbage and recycling — keeps increasing. The amount of waste we make has gone up 44 percent in the last ten years, and we’ve reached a plateau in recycling rates. In the spring of 2006, City Council asked the Office of Sustainable Development to develop a new waste prevention and recycling plan to break through this plateau. The Portland Recycles! Plan will guide the City’s garbage and recycling initiatives through 2015.

 

Goals for Portland’s waste and recycling system

• Zero growth in the waste stream.
• Increase recycling rate to 75 percent by 2015.
• Make the whole system more sustainable: safer for garbage haulers and neighborhoods.
• Reduce toxics and greenhouse gases.

 

The Office of Sustainable Development involved many stakeholders, including Portland residents, advocacy groups, businesses and garbage haulers, in developing a draft plan. A public comment period from May 1 to June 15, 2007 produced 5,900 responses, with 74 percent of the comments expressing support for the Plan. The final Portland Recycles! Plan addresses many of the concerns raised during the review period.
