River Plan / North Reach Recommended Draft Release

The River Team is pleased to announce the release of the River Plan / North Reach Recommended Draft, organized into five volumes (eight documents).  To view or download these documents visit the Recommended Draft webpage.  Contact River Team staff at (503) 823-2281 if you need assistance.

 

Other ways to get a copy of the plan –

  • Pick up a CD with Volumes 1 – 4 of the draft or a printed copy of Volume 1 at the Planning and Sustainability Bureau office (1900 SW 4th Avenue, 7th floor). 

  • Check out a copy of Volumes 1 and 3 from the Planning Bureau office for temporary use.

The River Plan  

The River Plan is a comprehensive multi-objective plan for the land along the Willamette River. It is an update of the Willamette Greenway Plan, zoning code and design guidelines, which serve as Portland’s compliance with State Planning Goal 15 and were last updated in 1987. The width of the planning area varies from place to place but generally includes all land within approximately ¼ mile of the river (view map).

 

The River Plan will address a broad set of issues, including:

  • Harbor Industries
    Reinvestment in labor, land, and infrastructure; river-related/river-dependent definitions in the zoning code; creative site design; and residential and industrial conflicts.

  • Neighborhoods
    North Beach, St. Johns, Pearl District, Downtown, Central Eastside, Southwest, Sellwood, others.

  • Recreation
    Trails, viewpoints, parks, boating.

  • Natural Resources
    Habitat conservation and restoration, bank treatment, landscaping and stormwater management.

  • Portland's Greenway Plan and Code
    Updates and refinements, permit streamlining.
