Currently there are many efforts regarding natural resources in the City of Portland and the metropolitan region. The Natural Resource Inventory Update project has informed and is informed by these efforts. Below are descriptions of some efforts and how the Natural Resource Inventory Update relates to each — this is not an exhaustive list.
The River Plan is a comprehensive, multi-objective plan for land along the Willamette River. It is an update of the Willamette Greenway Plan's zoning code and design guidelines, which serve as Portland's compliance with State Planning Goal 15 and were last updated in 1987. The River Plan will address a broad set of issues, including harbor industries, neighborhoods, recreation, and natural resources.
Airport Futures is a collaborative effort between the City of Portland, Port of Portland, and the Portland-Vancouver metropolitan community to create an integrated long-range development plan for Portland International Airport (PDX). Beginning in fall 2007 and concluding in spring 2010, the Port will update the airport master plan and the City will create a land use plan that address multiple issues including regional economy, City infrastructure, livability and natural resources.
As part of the East Hayden Island Implementation Plan and the West Hayden Island planning project, the City’s existing Environmental Program will be updated for the island as a whole. The program update is needed to inform City decisions regarding potential annexation of West Hayden Island, and to contribute toward City compliance with Metro Titles 3 and 13, the Clean Water Act, and the Endangered Species Act. The first step in this process is to complete an inventory of the natural resources on Hayden Island.
Stream mapping and vegetation data was used in development of the Portland Watershed Management Plan (PWMP). The Natural Resource Inventory Update project results will be used to inform evaluation of different natural resource protection, restoration and enhancement options as part of PWMP implementation.
Metro's Nature in Neighborhoods program identifies riparian areas, as well as Habitat Conservation Areas, for which local jurisdictions will be required to conserve and protect natural resources. The Natural Resource Inventory Update project offers detailed information regarding landscape features and relative resource value. This data will be used to inform the evaluation of management options to comply with the Nature in Neighborhoods program.
There are Total Maximum Daily Loads (TMDLs) established for nearly all Portland's waterways. Natural resources, such as trees that shade the waterway, are an important element in implementation of TMDL requirements. The Natural Resource Inventory Update project can be used to inform management decisions contributing to meeting those requirements, such as setting priorities for increased tree canopy that will further shade waterways.
River Renaissance
River Renaissance is a multi-objective vision that seeks to reclaim the Willamette River as Portland’s centerpiece. One element of River Renaissance is to ensure a clean and health river. The Natural Resource Inventory Update project will inform planning projects undertaken as part of River Renaissance by providing detailed natural resource information.
