Regulatory Improvement

Regulatory Improvement is a process that seeks to continuously improve the City's development code regulations and procedures, lower costs, and enhance customer service. Regulatory Improvement activities are organized into annual workplans approved by the Planning Commission and managed by the Bureau of Planning and Sustainability.

Current Work identifies issues the Regulatory Improvement team is working on right now. This list includes minor policy changes and technical amendments. Items on this list will be considered by the Planning Commission and City Council as part of the next Regulatory Improvement Code Amendment Package (RICAP).

Future Work identifies issues under consideration to be part of the next RICAP, as well as a list of larger code improvement ideas that have not yet been evaluated.

Monitoring & Evaluation describes our effort, working with the Bureau of Development Services, to evaluate how well new regulations are working and includes a list of the regulations that we’re actively monitoring, and some we will begin monitoring as resources become available.

Related Projects includes links to several other projects that are accomplishing Regulation Improvement goals. These projects are the work of the Bureau of Planning and Sustainability and several other City bureaus.

Background & History describes the origins and development of the Regulatory Improvement project, and general information about the Regulatory Improvement Code Amendment Packages (RICAPs).

The Regulatory Improvement Program did not receive funding for the 2009/10 fiscal year. The program has not been eliminated, but there will not be a new RICAP until program funding is restored. In the meantime, we are still taking suggestions for future work through the RIR Database. RICAP 5 will be completed as planned. Other projects that improve the regulations and procedures of the City, such as the River Plan and the Citywide Tree Project, will also continue.

Regulatory Improvement

Have a suggestion about City of Portland regulations?

Want to see some changes in the Portland Zoning Code (Title 33), or another City Title? Perhaps you noticed a likely technical error in a code or procedures? Submit a Regulatory Improvement Request (RIR) online, or simply call or email. You can also search the RIR database, and see what other people have suggested. Many of the changes made through the Regulatory Improvement Program were the result of suggestions made by the public.
