Spurred by the Federal Government’s requirement for post-war planning (i.e. the Wartime Planning Board), an influential group of bankers, real estate interests and industrialists appointed by the mayor invited Robert Moses to develop a plan for Portland. Unlike much of the country, Portland was still experiencing growth at this time. This was also the last instance a plan for Portland was developed by prominent planners from outside the city.
