A little over 20 percent of Miller subwatershed is located outside of the City of Portland. This strip of land lies along the northwestern boundary of the subwatershed and is under the jurisdiction of Multnomah County. The rest of the subwatershed is composed primarily of two types of zoning: Open Space (OS) and Residential Farm/Forest (RF). About half of the subwatershed is zoned OS. Along Skyline Boulevard, to the east, the area is zoned RF. A small rectangular island of RF is also located further west in the subwatershed, and spills over into the Linnton subwatershed.
