Request For Qualifications The City of Portland Brownfield Program within the Bureau of Environmental Services issued a Request For Qualifications for development on a City owned property at 8735 N Lombard Ave in St. Johns (N Lombard at N Baltimore) with potential inclusion of the St. Johns Racquet Center property.

Site History
Portland Brownfield Program staff was contacted by the Portland Development Commission regarding available resources for assessment and cleanup of this site, a former gasoline station and auto garage. Portland Development Commission transferred the property to the Bureau of Environmental Services so that the Portland Brownfield Program could coordinate steps for development: environmental assessments, an Environmental Protection Agency brownfield cleanup grant, a public involvement process, and the issuing of a public Request For Proposals.
Phase II Environmental Site Assessment was conducted in late spring 2006. Cleanup, completed in summer 2006, included the removal of nine underground storage tanks as well as limited soil contaminated with petroleum, heavy metals, and construction debris. The sidewalk was reconstructed and backfill was brought in to replace the excavated topsoil.
Public meetings were held in November 2006 and January and June 2007. A community advisory committee developed a Request for Proposals for site development.
Advisory Committee
A list of key perspectives and community groups to be represented on the Advisory Committee was created during the first two public neighborhood meetings on 11/01/06 and 01/24/07. The Committee was then selected through an application process to represent the wide range of stakeholder interests in St. Johns. Advisory Committee members are:
