SE Bybee Sewer Rehabilitation
This project is replacing aging sewer pipes in three small project areas (see maps below). The project areas are referred to as SE Tolman, SE Bybee, and SE Gladstone. The deteriorating pipes range from 60 to 80 years old.
The city's contractor has completed construction in the Tolman project area.
Construction is still underway in the Bybee project area. In May, the contractor is installing concrete on SE Ogden between SE 36th and 37th, and reconstructing the traffic island at SE Bybee and SE 37th. Portland Parks & Recreation will revegetate the traffic island later this spring.
The contractor has completed pipe installation in the Gladstone project area, with the exception of two catch basins on SE Francis. The contractor will complete pavement restoration in May.

Construction Method
The work involves design and construction of about 5,800 feet of 8-inch and 12-inch sewer pipe. In addition to new mainline sewers and lateral lines that connect properties to the new sewer, the project includes construction of new manholes, catch basins, and inlets.
The city’s contractor is using open trench excavation to install the new sewer, and will decommission the existing sewer and abandon it in place. The work includes several steps and there may be periods of inactivity between these steps. The steps include:
- Pavement cut at trench width
- Pavement and existing trench material removed
- Pipe construction
- Decommission existing pipe
- Back fill with sand or gravel
- Excavate and replace sewer service laterals
- Final paving and restoration
The contractor will dig trenches to the curb to install laterals that connect individual properties to the sewer mains. There will be no loss of service to any properties during construction. The project will take about six months to complete, including restoration.
Traffic Control
The contractor maintains local access during construction. Drivers should expect temporary delays. Construction of sewer lines or manholes in intersections may cause longer traffic delays. Flaggers will control vehicle movements in high traffic areas. Steel sheets or temporary pavement over trenches will allow access during non-work hours.
What to Expect During Construction
- The contractor will notify you by door-hanger before work starts on your block.
- Typical work hours are 7:00 a.m. to 6:00 p.m. Monday through Friday. The contractor may also choose to work the same hours on Saturdays.
- Your sewer service will be maintained at all times, even when work is near your house. Water and other utilities should not be interrupted.
- Equipment and material will be secured and left on the street after work hours.
- Let us know if you have special needs such as medical deliveries, operation of a home business, or construction at your property.
- Periods of inactivity are normal and expected for this type of project.
