City of Portland business licenses are actually a business revenue tax. View the FAQs that the city's Revenue Bureau has put together.

Almost all businesses doing business in the city are required to submit a Registration Form (for the City of Portland Business License) within 60 days of starting a business in the City.

Businesses grossing less than $50,000 per year from all sources before expenses may be exempt from an actual license but must still file a Registration Form. No payment is due with this registration form.
