Noise Control Program   The Bureau of Development Services' Noise Control Office is responsible for enforcing the provisions in the City of Portland's noise code (Title 18 ), helping to resolve citizens noise concerns and assisting with noise variance applications.   Program Overview Portland City Code Title 18 gives the Bureau of Development Services authority to enforce regulations covering most aspects of noise pollution. Title 18 was developed to control the level of noise in the City of Portland in a way that promotes the use, value and enjoyment of one's property and the urban environment.   Noise Code Enforcement The noise code covers noise issues within the City of Portland limits and does not extend to unincorporated Multnomah or Washington Counties. The noise code uses the measurement of noise levels to determine if a violation exists and is based on the zone in which you live or work.
