Historic Review

Historic Design Review approved renovations to the historic Clyde Hotel, now the Ace Hotel at SW 10th & Stark.Historic Reviews are required for certain proposals that affect Historic Landmarks, Conservation Landmarks or Historic Resource Inventory Listings and for proposals in Historic and Conservation Districts. There are six types of Historic Reviews:

  • Historic Resource Review allows for review of alterations to existing historic resources and review of new development within designated districts. For some proposals, the applicant may choose to meet the objective standards of Chapter 33.218, Community Design Standards instead of going through the historic design review process set out in Chapter 33.846.
    • As part of the Historic Resource Review application, a Modification or Adjustment may be required if the proposal does not meet certain development standards.
      • Design Modifications may be requested as part of the design review for standards that are not met. See Portland Zoning Code Sections 33.445.050 and 33.846.070.
      • Adjustments may be requested concurrent with the design review for use-related standards that are no met (such as floor area ratios, intensity of use, size of the use, number of uses, or concentration of uses).
  • Historic Designation Review allows for the designation of a historic resource as a Historic Landmark, Conservation Landmark, Historic District, or Conservation District.

  • Historic Designation Removal Review allows for the designation removal from a Historic Landmark, Conservation Landmark, Historic District, or Conservation District.

  • Historic Preservation Incentive Review provides incentives for preservation of historic resources for some nonresidential uses in the RH, R1, R2 and RX zones.

  • Demolition Review is required to demolish some Historic Landmarks, Conservation Landmarks, historic resources in a Historic District, historic resources in a Conservation District, and resources listed in the Historic Resource Inventory.

  • Demolition Delay Review is required to demolish most Historic Landmarks, Conservation Landmarks, primary structures in Conservation Districts, and resources listed in the City’s Historic Resource Inventory.

Historic Reviews Procedure 

  • Historic Resource Reviews are processed through a Type I, Type Ix, Type II or Type III procedure. For review thresholds, see Portland Zoning Code Section 33.846.

  • Historic Designation Reviews are processed through a Type III procedure. See Portland Zoning Code Section 33.846.030.

  • Historic Designation Removal Reviews are processed through a Type III procedure. See Portland Zoning Code Section 33.846.040.

  • Historic Preservation Incentive Reviews are processed through a Type II or Type III procedure. See Portland Zoning Code Section 33.846.050.

  • Demolition Reviews are processed through the Type IV procedure. See Portland Zoning Code Section 33.846.080.

  • Demolition Delay Review is a nondiscretionary administrative process with public notice but no hearing. Decisions are made by the Director of BDS and are final. See Portland Zoning Code Section 33.445.810.

A Design Advice Request is an optional request for feedback from the Design Commission or Historic Landmarks Commission prior to submittal of Type III design review or historic design review.

Adjustment Review
Requested to modify some regulations in the zoning code.
Cascade Station/Portland International Center Plan District Traffic Impact Analysis
To evaluate traffic impacts from development occurring over certain thresholds in this plan district.
Central City Parking Review
Required for some parking in the Central City Plan District.
Central City Plan District Open Space Height Transfer Review
Provides an incentive for the creation and development of needed open space in the Central City Plan District.
Conditional Use Review
Required to allow some uses that are not allowed outright.
Design Review
Required for some projects in the ‘d’ Design overlay zone.
Environmental Review
Required for proposals in the Environmental Conservation ‘c’ or Environmental Protection ‘p’ overlay zones that do not meet environmental standards.
Greenway and Greenway Goal Exception Review
Required for some uses and developments on sites that have a Greenway (‘n’, ‘r’, ‘g’, ‘i’, and ‘q’) overlay zone designation.
Historic Review
Allows for review of alterations to existing historic resources and review of new development within designated districts.
Land Division and Final Plat Reviews
Required to divide an existing property to create additional lots, parcels or tracts.
Marquam Hill Parking Review
Allows for parking within the institutionally developed portions of Marquam Hill in a manner consistent with the goals and objectives of the Marquam Hill Plan.
Master Plans and Impact Mitigation Plans
Required for the future development of a use that is subject to the conditional use regulations.
Nonconforming Review
Determination of Legal Nonconforming Status Review and Nonconforming Situation Review
North Cully Development Review
To ensure that certain large parcels in the Cully Neighborhood are developed in a cohesive manner, compatible with the neighborhood to the south.
Planned Development Review
Allows for alternative development options that may be combined with a land division.
Tree Review
Required to allow tree removal in some areas, to change tree preservation mitigation methods for a land division, or for some corrections to violations of tree protection and tree preservation regulations.
Unincorporated Multnomah County
The City of Portland administers the Portland Zoning Code for specific areas of Unincorporated Multnomah County.
Zoning Changes
Required to change the zoning on the site if the proposed zoning is in compliance with the Comprehensive Plan designation. If a different zone is requested, a Comprehensive Plan Map Amendment Review is also required.
