What is a Devlopment Review  (DR) Permit? 

On January 9th, 2012, the Bureau of Development Services (BDS) launched a new permit type to process Development Reviewprojects that do not require a traditional building permit but include more work than would be covered in a Zoning Permit (ZP). In coordination with the Bureau of Environmental Services (BES), Portland Bureau of Transportation (PBOT), Portland Fire & Rescue, Portland Water Bureau and Portland Parks Bureau, this permit provides a standard process and permit for reviewing and inspecting projects was created and implemented.

 

Development Review (DR) folders allow our BDS planning staff and interagency partners an opportunity to review the following project types, and allow City inspection staff to verify the work performed in the field.

  1. New Parking Lots (no structure): For new parking lots where there are no structures that require a building permit or that require accessible parking; are not required to serve an existing building by the zoning code and/or are proposed as part of the permit.

  2. Stormwater Retrofit Projects – Commercial or Residential: Any modification to an existing storm system on private property, including, but not limited to, new stormwater facilities to treat existing impervious area; proposed changes to impervious area and/or existing stormwater facilities; or proposed change of stormwater disposal point. Separate plumbing permits are required.

  3. Vending Cart Sites – For proposals to develop the infrastructure of a “vending cart pods” (trash enclosure, waste dump station, etc.). Separate electrical and plumbing permits are required.

Customers proposing work or considering a project that is described above should apply for a Development Review permit by bringing four copies of a scaled site plan (see a sample of a site plan) to the Development Services Center, 1900 SW 4th Avenue. Permit intake, set up and review begins at 8:00 a.m. and concludes at 12 Noon, Tuesday through Friday.
