The upcoming landlord training programs are an excellent proactive venue to improve community health. As a member of the Oregon Mediation Association I am familiar with many of the issues arising from landlord/tenant and neighbor/neighbor conflicts. My question to you concerns information the Bureau provides in these programs. Do you provide references or information regarding mediation services available to landlords, property managers and tenants? Is there information in the Landlord Training Manual? Your programs offer opportunity for outreach and education regarding mediation and conflict management. There are a number of providers, paid and volunteers, who offer mediation services throughout the Metro area. Please let me know if you are interested in additional information. Thank you Mike, we offer information on a daily basis and at the trainings for mediation through Resolutions Northwest. They are a local provider, who receives funding from the City of Portland, and offer free mediation to Portland landlords/tenants. We are always interested in additional information. This landlord training is excellent! I've been to a couple. It would be nice to have a landlord training class that is an update on Landlord Tenant laws and other things since the previous years' class. Is this possible? Thanks, Debbe

The majority of landlords in the city are large corporate organizations, and there is very little oversight of them by the city. What our city needs more than a Landlord Training Program is a Tenant Rights Program as well as a proactive city agency to ensure tenant rights are respected. Portland is one of the only cities of its size in the nation without such an agency.

Debbie, Thank you for your comments, and I’m glad you found the training to be so useful! Our training is updated as new tenant/landlord law comes from the legislature. They type of training you are requesting, focusing solely on these changes is currently offered by property management associations. During our trainings we suggest landlords contact one of these associations (a list is provided in the landlord training manual appendix) for this reason, along with other information they offer. Our facilitator John Campbell offered this commentary, “in every training we advise landlords to contact one of the property management associations listed on the first page of the appendix of the manual - they provide such trainings routinely, along with newsletters that describe the changes, dinners where speakers teach various legal points in detail, etc. At least one of them sells a book that they publish every two years that covers the changes in detail - sort of a blow-by-blow description of each change made by the legislature and the ramifications thereof. They also offer annual trade shows with various presentations that cover all kinds of information about how to run the business - just like other business associations do for their particular trades.” Rather than duplicate what is available already to landlords, our training looks at what best practices landlords can use to ensure their investments are protected, and contribute to safe, livable neighborhoods. I want to emphasize the Landlord Training is not a training about landlord rights, but about showing landlords and property managers a range of important steps/practices they can take to contribute more effectively to the safety, livability, and maintenance of Portland's neighborhoods - something that benefits all citizens of our city -- tenants, landlords, and owner-occupants alike. While doing this the additional benefits are their rental homes are well maintained and provide for better rental housing stock for tenants. For tenants who are interested in finding out what more they can do to contribute to the safety, livability and care of our neighborhoods we encourage you to get in touch with the Office of Neighborhood Involvement and learn more about community organizing, neighborhood watch, and similar programs. We direct landlords who are concerned about their legal rights to contact an attorney or one of the local property management associations, just as Tenants are well served by contacting the Community Alliance of Tenants, the Fair Housing Council, or an attorney (whether publicly funded or private). Tenants may also gain crucial knowledge by purchasing a recent edition of the book "Landlord/Tenant Rights in Oregon." by Janay Ann Haas, Attorney. Bellingham, WA, Self Counsel Press, www.self-counsel.com. Available in many local area bookstores and through online booksellers. This book has been written, edited, and maintained by Legal Aid attorneys and their colleagues for some years now. It is a great resource for tenants.
