When the State Board of Health finds that a danger to public health exists
because of conditions within a territory contiguous to the City and otherwise
eligible for annexation in accordance with Section 222.111, Oregon Revised
Statutes, and that such conditions can be removed or alleviated by sanitary,
water or other facilities ordinarily provided by the City, then the City shall
follow the procedure authorized under Sections 222.850 to 222.915, Oregon
Revised Statutes, to annex that territory.
