Michael and Kristen
 
Michael Mills was appointed by Mayor Vera Katz as the first ombudsman for the City of Portland in January of 1993. In 2001, he became the City's first statutory ombudsman under the elected City Auditor, Gary Blackmer. Michael served as Ombudsman for Anchorage, Alaska, from 1984 to 1991. Upon returning to Oregon, he was the dispute resolution coordinator for the natural resource agencies under the Oregon Dispute Resolution Commission. Michael has a Bachelor of Arts degree from The Evergreen State College in Olympia, Washington, and has served twice as President of the U.S. Ombudsman Association.
 
Kristen Erbes has an extensive dispute resolution background, in both the public and private sectors. Before joining the Ombudsman Office in October 2004, she was the Executive Director of the Oregon Mediation Association, the Program Administrator for the former Oregon Dispute Resolution Commission, and an ADR Specialist for the Hawai‘i Judiciary’s Center for ADR. Kristen has facilitated dispute resolution and consensus building processes, developed curriculum, and provided mediation and facilitation skills training for a variety of government agencies, businesses, and community groups. She holds a Ph.D. in Political Science from the University of Hawai‘i at Mānoa and is a current board member for the U.S. Ombudsman Association.
