PURPOSE

WHEREAS, the Office of Management & Finance (OMF) seeks to support the administrative & operational needs of the City to enhance quality service delivery to the public; and

WHEREAS, on February 14, 2001, the Council directed the Chief Administrative Officer (CAO) of OMF to develop a work plan for FY2001-2003; and

WHEREAS, the OMF work plan called for the development of an OMF Strategic Plan within the first six months of FY 2001-2002; and

WHEREAS, the OMF Leadership Team, with the assistance of a Strategic Planning Task Force, a Steering Committee and through focus groups with OMF customers and stakeholders, has developed a mission, values and strategic directions reflective of the new OMF organization; and

WHEREAS, the Strategic Plan articulates for Council and OMF's customers its goals, strategic directions and major objectives which will guide the OMF organization over the next 3-5 years; and

WHEREAS, strategic management will allow OMF to anticipate future opportunities and challenges, take proactive action, and make informed decisions on organizational activities, initiatives and the allocation of resources; and

WHEREAS, the Office of Management & Finance Strategic Plan is consistent with the Council's policy direction for OMF.

POLICY

NOW, THEREFORE, BE IT RESOLVED that the City Council formally adopts the Office of Management & Finance Strategic Plan, attached hereto as Exhibit A; and

BE IT FURTHER RESOLVED that the Office of Management & Finance Strategic Plan is Binding City Policy; and

BE IT FURTHER RESOLVED that the Council directs OMF to implement the Office of Management & Finance Strategic Plan throughout its bureaus and divisions.
